Kaiser is a leviathan that lives in the ocean between the Azure Palace and the Etelldian town of Bailey. He temporarily offers himself to be contracted to Takumi Kayano after perceiving him as having taken exceptional care of the twin children of his master, the God of Water Wyndell.
