Okko's father.

Note: the name of this character has different spellings in both TV anime and movie. In the TV version, his name is written 関 正次, but in the movie is 関 正治. In both spellings, though, the reading is the same: Seiji. The voice actors who voice him are different as well. In the TV anime is Kiuchi Hidenobu, but in the movie is Yakumaru Hirohide.
