Todaka

A veteran officer of the Orb naval forces. When the Earth Alliance invaded Orb during the previous war, Todaka rescued the orphaned Shinn and helped him emigrate to the PLANTs. Although he disapproves of his nation's current policies, Todaka is resigned to carrying out his orders no matter what.
